The state of California has a 40-year investment in building out a system of local child care resource and referral (R&R) programs. The goal of our statewide initiatives is to create a coordinated system of service delivery leveraging the state’s investment to create quality R&R services and expand the work of R&R to promote culturally aligned support to families and child care providers.

Preschool Development Grant (PDG)

Parent Cafés

Parent Cafés were built on existing infrastructure developed from the initial PDG award in March 2019; CCRC received PDG-I funds in January 2020 that covered café work through June 2020 however, within the first 3 months of the grant, the COVID-19 pandemic and its many challenges came soon after. Due to COVID-19 restrictions, CCRC’s team provided numerous R&R’s the tools and trainings to facilitate parent cafésvirtually using the Be Strong-Vitality Café conversations to support families experiencing spiritual, financial, and mental challenges posed by the COVID-19 pandemic. The focus on child development and other related topics for cafés had shifted to address the well-being of our parents and child care providers. With cafés being held virtually, R&Rs across the state were able to continue their Café’s and meet the deliverables outlined in the first-year requirements of the grant.

Community of Practice

CCRC continues to provide training and support to the Regional Leads on convening and implementing Communities of Practice (CoP) sessions within their organizations and externally with the Resource and Referral agencies within their regions. Together, these sessions cultivate and strengthen the relationships between programs in addition to working toward region-specific initiatives. By CCRC’s modeling the CoP “protocols” or tools with the Regional Leads, they continue to share the practices with local R&Rs that use the practice as a vehicle to build partnerships within their own communities. The CoP model is an easily sustainable practice that continues to benefit all organizations beyond current grant work.

Tribal Child Care Association of CA Partnership

In 2022, CCRC partnered with the Tribal Child Care Association of California (TCCAC) to create a Strengthening Families Parent Café workforce pathway that offers in-person and virtual trainings for pathway participants in tribal communities. Using existing Preschool Development Grant (PDG-R) café funding, CCRC funded 20 cafés from September through December 2022. Cafés reached 316 participants. In 2023, CCRC continues to train participants with 19 cafés facilitated as of July 2023, with more planned for the remainder of the year. CCRC has received positive feedback from Tribal Child Care Programs and has proactively used input to create Café curriculum and relevant discussion topics.

Trauma Informed Care (TIC)

Training & Provider Cafés

The State of California entered a joint training partnership with Child Care Providers United-CA (CCPU). As a result of this partnership, funds from Service Employees International Union Education and Support Fund (SEIU ESF) have been allocated to enhance several statewide programs that support child care training and opportunities. To support this initiative in December 2022, CCRC entered a $7 million service agreement with SEIU ESF. This agreement began January 1, 2023, and runs through December 31, 2024. During this 2-year grant agreement period, CCRC will use the allocated funds to plan, produce and deliver statewide Trauma Informed Care (TIC) training and provider cafes for Family Child Care (FCC) and Family, Friend, and Neighbor (FFN) childcare providers. As the lead agency, CCRC will use the existing statewide regional delivery system, developed through the Preschool Development Grant (PDG) to train 11 Regional Lead agencies throughout California, who will then support the Local R&Rs (Resource and Referral agencies) agencies within their region, in the facilitation of TIC training and provider cafes. The TIC grant is designed to increase the number and capacity of trained professionals at Resource and Referral (R&R) agencies that can host TIC trainings and provider cafes. The grant also gives providers valuable information to support children who are experiencing trauma in early childhood.

Emerging Projects and Future Opportunities

California Infant and Early Childhood Mental Health Consultation (IECMHC) Network

CCRC will coordinate with the IECMHC Network and the statewide Regional Leads to support increased awareness and connection with IECMHC Network services throughout the state. Asa result, each region will be coordinating registration for training events and webinars for child care providers and distribution of Connect Reflect Grow Kits in their region.

Low Income Investment Fund

The Low Income Investment Fund (LIIF) has contacted CCRC to engage in an opportunity to coordinate trainings throughout CA, leveraging our existing Regional infrastructure. Trainings will support the building of the child care center infrastructure across the state. CCRC is also exploring creating natural spaces curriculum options to support LIIF in a potential grant to plant trees in the outdoor areas of day care programs.

Emergency Child Care Pilot for Families Experiencing Homelessness

Statewide partners have shared their current projects with CCRC in addressing families who are or at great risk of experiencing homelessness. Upon initial findings, there is a need for child care services to support affected families by providing opportunities to stabilize their living situation. CCRC will begin discussions with R&Rs across the state of California to build awareness of existing programs and seek out funding opportunities to pilot an emergency child care program.
