Statewide Trauma Informed Care (TIC)

Grant Overview

The State of California entered a joint training partnership with Child Care Providers United-CA (CCPU). As a result, the Service Employees International Union Education and Support Fund (SEIU ESF) has been allocated funding to enhance several statewide programs to support child care provider training and opportunities.

In December 2022, SEIU ESF entered an agreement with Child Care Resource Center (CCRC). CCRC will utilize these funds to plan, produce and deliver statewide Trauma Informed Care (TIC) training and provider cafés for Family Child Care (FCC) and Family, Friend, and Neighbor (FFN) child care providers. The TIC grant is designed to increase the number and capacity Resource and Referral (R&R) professionals, trained to facilitate TIC trainings and provider cafés. The grant also supplies providers with valuable information to support children and their families who are experiencing or have experienced trauma in early childhood.

TIC Trainings

Each of the 60 participating R&R agencies across the state of California is responsible for delivering eight hours of TIC training using evidence-based, culturally responsive Emergency Child Care Bridge curriculum. Each agency has the freedom to choose the scheduling and format of their individual TIC trainings.

Trainings are offered by each participating R&R at least once each grant year. If available, agencies can request additional funding to conduct additional TIC events.

    Provider Cafés

    Provider Cafés are intended to engage child care providers in meaningful TIC discussions focused on self-care, strengths and challenges when providing TIC, and growth within the field. These discussions provide opportunities for attendees to learn from each other’s experiences and receive social support from others who are also providing care to children that have experienced trauma.

      Stipends

      Child care providers that participate in required TIC trainings and cafés will receive $500 in stipends, with funds allocated in the grant agreement.

      Support Services

      Through the grant, providers and TIC facilitators can receive reflective support from trained consultants, to make the most of a participant’s TIC training or facilitation experience. The service acts as an additional layer of support that is free and confidential, with services including office hours and virtual one-on-one support sessions.

        Research and Evaluation

        CCRC’s Research Division conducts ongoing evaluation of the organization’s statewide initiatives. The team collects and manages data from all R&Rs that facilitate TIC grant training and cafés. TIC-related surveys and forms sent to collect feedback and data are analyzed and turned into insightful dashboard reports representing real-time impacts and outcomes. The Research division team also make recommendations to improve critical policies and programs that impact statewide work, to enhance the well-being and resilience of children, families, and R&R agencies across the state.

        Marketing and Communications

        CCRC has hired additional staff to consult and support R&R agencies with their TIC marketing, community outreach, messaging, and materials development. Outreach materials include digital and print flyers, graphics, content for e-blasts, newsletters and blogs.

        Statewide R&R Regional Network

        CCRC is the coordinator and facilitator of TIC funding for training and resources, leveraging the statewide regional delivery system developed to provide Preschool Development Grant (PDG) program activities.

        Regional Leads and Local R&R's

        CCRC has identified 11 Regional Leads across the State of California that are responsible for facilitating their own TIC training(s) and provider cafés. Additionally, each regional lead is responsible for oversight of the TIC work of Local R&R agencies that reside within their region and facilitate their own work.

        Roles and Responsibilities

        Child Care Resource Center's Role (Lead Agency)

        Through the Trauma Informed Care (TIC) grant, Child Care Resource Center (CCRC) will plan, produce, and facilitate the delivery of statewide TIC Training in partnership with the state’s R&R Regional Lead agencies. CCRC is responsible for the following tasks and deliverables:

        Facilitate Statewide R&R Agency Delivery System

        CCRC will work with each Regional Lead agency to facilitate TIC Training curriculum through each agencies existing TIC bridge program. Additionally, CCRC will provide support and technical assistance to Regional Leads and facilitate the collaboration between the Regional Lead and their Local R&Rs. CCRC will develop culturally responsible Provider Cafe materials in English, Spanish and Chinese including:

        • Provider Café conversation question cards

        • Café Facilitator guide

        • Training of Facilitator manual

        • Resource template to provide local resources

        • Café Instructions

        • Evaluations

        Provide updates to Child Care Providers United (CCPU)

        CCRC will meet with CCPU monthly to share updates and discuss the collective TIC related activities of CCRC, Regional Leads and Local R&Rs. CCRC provides a quarterly report to CCPU, consisting of all tasks, activities, successes, challenges, findings, and other relevant statewide TIC information. Reporting periods are:

        • January– March (report due April 10)

        • April– June (report due July 10)

        • July– September (report due October 10)

        • October– December (report due January 10)

        Support Regional Lead Agencies

        CCRC will support Regional Lead Agencies in the following ways:

        • Lead quarterly Community of Practice (CoP)meetings with statewide Regional Lead agencies.

        • CCRC will support the collaboration between R&R Regional Lead agencies and the local R&R agencies within their respective region.

        • CCRC will serve as the fiscal agent distributing grant contract funds.

        • CCRC will design and distribute data collection tools for R&R’s to collect and analyze TIC cohort data.

        • CCRC will provide clinical support by training(2) Clinicians in ReflectiveConsultation to support the Regional Leads in their TIC work. Clinicians are supervised by a Licensed Clinical Supervisor. Clinicians will provide reflective consultation in an individual or group format.

        Marketing and Communications Support

        CCRC has hired a Communications Strategist to consult and support R&R agencies with their TIC marketing, community outreach, messaging, and materials development. CCRC staff will work R&R agencies to develop effective, co-branded marketing and outreach messaging and materials including:

        • Digital and print provider training and café recruiting postcards and flyers in English, Spanish and other languages.

        • Digital assets for provider training and café recruiting on social media platforms including Facebook, Instagram, and LinkedIn.

        • Digital assets for R&R agency websites including images for banners, informational articles, and blogs Informational and educational content for e-blasts, online/print newsletters, and blogs.

        • Digital communications toolkit for R&R agencies.

        Regional Lead R&R Agencies Role

        Child Care Resource Center (CCRC) supports 11 designated Regional Lead R&R agencies (Regional Leads) to hold their own Trauma Informed Care (TIC) Trainings and Provider Cafes. As a result of the TIC grant agreement, each Regional Lead agency is responsible for the following tasks and deliverables:

        Schedule, design, and conduct TIC training and parent cafes for their agency

        Regional Leads are responsible for holding a minimum of 1 TIC cohort per grant year in any language (English/Spanish/Chinese). It is up to the agency to determine the format for each TIC event (in person/ virtual). Regional Leads are also responsible for the following tasks:

        • Perform outreach and recruit up to 15 child care providers within their respective region for each TIC cohort

        • Schedule TIC trainings and provider cafes by submitting a JotForm to CCRC that collects information on the date and format of their events.

        • Maintain an accessible calendar for each TIC event.

        • Use tracking mechanisms and support participant data collection.

        Support and monitor Local R&R’s within their region

        • Schedule recurring regional Community of Practice (CoP) meetings with their Local R&Rs to support all aspects of their TIC work.

        • Collect periodic reports of activities from their local R&R’s.

        Provides updates to CCRC

        • Regional Leads will meet with CCRC monthly to share updates, discuss activities and feedback from the Regional Lead and their local R&Rs.

        • Regional Leads are required to participate in quarterly Community of Practice (CoP) meetings with CCRC and other Regional Lead agencies.

        • Regional Leads will send representatives to Training the Trainer (TOT).

        • Regional Leads are responsible for providing a quarterly report to CCRC, consisting of all tasks, activities, successes, challenges, findings, and other relevant information. Reporting periods are:

          • January– March (report due April 10)

          • April– June (report due July 10)

          • July– September (report due October 10)

          • October– December (report due January 10)

        CCRC will provide support to all Regional Lead agencies

        • CCRC will support the collaboration between R&R Regional Lead agencies and the local R&R agencies within their respective region.
